I assume you have a lot images in your slides? You could see if you can use less storage by using lower quality images. One thing to ask is can you make it smaller. Otherwise, it is expected that you use it directly on drive itself to present. I guess Google let's you download it so you can use it with other presentation software. They have their own probably, but that is stored locally in drive and not public. If they created their own they would be competing with an established one. Therefore unless they create their own format it is pointless. However, not everything Google does is probably supported in the format. Google does pptx because that is the open source equivalent. It is an open source version of the format because Microsoft owns ppt which has proprietary Microsoft stuff from my understanding. This statement doesn't help, but that is not a Microsoft format.
